「草の家」で説明する、高知空襲体験者の岡村正弘館長。

1989年創立の、高知市内にある平和のための資料館「平和資料館　草の家」を今年９月に訪れました。「加害」「被害」「抵抗」「創造」をモットーとし、高知空襲の記憶を伝え、大日本帝国の侵略戦争と植民地支配の歴史に向き合い、地元出身の反戦プロレタリア詩人の槇村浩（まきむら・こう）など、戦時下で戦争に抗った人たちの遺志を継承する、市民が支える市民のための地元に根ざした資料館と感じました。

日本政府は中国敵視にもとづき軍拡をエスカレートさせています。これに対して「草の家」がこのたび声明を出しましたので、ここに紹介します。深く賛同する内容です。

暮らしと平和を破壊する「戦争国家づくり」に断固反対します

政府が今週にも改定するとしている「国家安全保障戦略」など「安保３文書」の骨子案が明らかとなりました。「敵基地攻撃能力」の明記、先制攻撃を可能とするミサイル導入などが列挙されており、恒久平和主義に基づく戦後国家のあり方を根底から覆し、安全保障の基本としてきた「専守防衛」をも180度転換した「軍事国家」像そのものです。集団的自衛権の行使容認、安保法制、防衛装備庁の設置など安倍政権以来、推進してきた「戦争する国づくり」への到達を示す恐るべき内容となっています。

これらは米国のインド太平洋戦略の一環に組み込まれたものであり、イラク戦争などへの対応とは異なり、米軍指揮下に日本が「敵国」に先制攻撃を行い、戦端を開く可能性を多分に有しています。日本列島に自ら「戦火をよびこむ」危険極まりない愚挙、暴挙、亡国への舵取りであり断じで許すことはできません。しかもこのような戦後政治の最大の政策転換ともいうべき重要事項が与党合意と閣議決定のみでの強行は断じて許されません。

自公政権は、「反撃能力」（「敵基地攻撃能力」）の体制を保持するために「防衛力を抜本的に強化」するとして軍事費を今後5年間に2倍に増額させ、GDP比２％（11兆円規模）にまで引き上げることを指示しました。

軍備の増強とは裏腹に20年間「賃金の上がらない国」にしておいて、コロナ禍、円安による急速な物価高騰下、今や市民生活は崩壊しつつあります。この上に軍事費倍増を実施すればどうなるか、増税に跳ね返り暮らしは破壊されます。今、「抜本的に強化」が必要なのは軍備増強ではなく民力涵養への財政出動です。

軍事費の倍増が実施されれば、日本は米国、中国に次ぐ世界第三位の軍事大国となります。

自国の軍備増強は他国の軍備増強となり、際限のない軍拡競争を招き「安全保障のジレンマ」に陥り、一握りの軍需資本家を富ませるだけの不毛の競争をエスカレートさせ、国民が犠牲者となることは第一次世界大戦以来の歴史が幾度も証明しています。

今回も「日本の安全を守るため」と説明していますが、それ自体がペテンであることを私たちは透察しなければなりません。軍拡も戦争も「平和」を装って始まります。先の戦争も「東洋平和のために」「自存自衛」のためと称して開始し、2,000万人以上の東アジアの人々の命を奪い日本国民も310万人が犠牲となりました。平和が軍拡や戦争で守られたことはありません。平和は、平和でしか守れないという事を訴えたいと思います。

　敗戦の絶望と慟哭から日本を救い羅針盤となったのは日本国憲法です。今こそ諸国民の公正と信義に信頼して、軍事力ではなく外交力・対話力を強めることが最も賢明な選択であり、日本と世界の最大の安全保障となることを確信し、暮らしと平和を破壊する「戦争国家づくり」に断固反対します。
