Petition for Saving Children of Fukushima

Save Japanese Children From Elevated Doses of Nuclear Radioactivity
On April 19, 2011, the Japanese government raised the allowable limit for radioactive exposure on school properties in Fukushima prefecture from 1millisievert (mSv)/year (maximum allowable level for adults in normal circumstances) to 20mSv/year. Even though the Ministry of Education stated on May 27 that they would "aim" at bringing the annual exposure level down to 1mSv, they have not retracted their earlier decision to tolerate up to 20mSv of exposure per year or changed their evacuation policy.
We find this to be an intolerable decision especially as scientific evidence shows that infants and children are much more vulnerable than adults to adverse health effects of radiation. Allowing children to be exposed to such high doses of radiation is unacceptable; moreover it violates both international and domestic laws, namely ‘the Convention of the Rights of the Child' and ‘the Constitution of Japan’. We demand an immediate reversal of the Japanese government's decision to authorize the increased exposure of ionizing radiation of as high as 20mSv/year to Japanese school children. We have grave concerns not only for the welfare of the children of Japan but also for all children throughout the world as this decision can set a dangerous precedent both domestically and abroad.

日本の子どもたちを放射能から守るための要請
2011年4月19日に日本国政府は、福島県の学校や幼稚園での子どもたちの被曝上限を、一般成人の１年間の上限である１ミリシーベルトから２０ミリシーベルトに引き上げました。その後5月27日に文部科学省は、学校において子どもたちが受ける被爆線量について、年間１ミリシーベルト以下を目指すと発表しましたが、年間２０ミリシーベルトの上限については撤回しておらず、避難の指針についても変更していません。 子どもや幼児が大人に比べて放射能に対する感受性が高いことは、科学的に裏付けられています。したがって、被爆線量の引き上げによって子どもたちをこれほど高い放射能に曝すのは許しがたいことです。さらにこの指針は「日本国憲法（第２５条）」ならびに国際法であり日本も批准している「児童の権利に関する条約」にも抵触します。 私たちはこの指針が日本国内だけでなく海外の先例となることに対して深い懸念を持ちます。日本の子どもたちだけでなく世界の子どもたちの健康を守るために、この指針を撤回することを強く要請します。
